Rework of the CROWN Law tasks
Replaces the breadth of KingMaker CROWN law tasks with fewer tasks that can handle more cases.
Moves Tasks to a lower number of files, based on purpose.
Utilizes multiple quantities map files for CROWN compilation of friend configs instead of fused ones.
Moves calculation of quantities maps to local tasks with local outputs.
Preserves origin config in quantities_map for DAG purposes.
Intended to be merged after #92
and before KIT-CMS/CROWN#369
