…and added README with detailed steps and doc pictures of sessions, etc

Updates:

  1. Changes Full Code (latest)'s python code to use the environment variable instead of hard code.
  2. Expanded the README to explain the steps (based up Justina's Video and actually tested steps).
  3. Added doc/ folder with pictures/screenshots to show APIXU, ngrok, Slack API setup, final Slack WeatherBot session in success.
  4. Updated/fixed the ./requirements version to prevent incompatiable versions of packages.
