This pr adds an option for replacing wallets with "bankcards" for randos.
If bankcards are enabled, the rupee counter is always active and can go up to 9999, Collecting without wallet/bankcards is enabled
Bankcards have the transaction limits of what each wallet is. So its 0, 99, 200 ,500 ,999 transaction limits.
Made this to give junk rupees some value from not overcapping wallets
