Title bar setting on Linux

Description

Horizon attempts to set Windows 'drag bar' (bar at the top of the window you drag windows around with) on Linux.

Steps to Reproduce

1. Install Horizon on Linux
2. Run Horizon

Expected behavior:

N/A

Actual behavior:

Horizon will print some one-line statement saying that it tried to set the bar or something like that. It isn't obnoxiously large so it's not a big deal, and the program continues to run fine after it.
