Added ability for admins to create test cases/projects.

Admins now have the ability to edit and create Projects and test cases.

Test cases can be made and deleted for each individual project that an admin has control over.

Added first instances of multi class support into TA-Bot

TA-Bot can now operate in multiple different classes at the same period of time. Currently, Classes must be running the same assignments and code must be written in python.

Added ability for Admins to enable/disable gamification settings
