This pull request adds the Apache-2.0 license to the workspace configuration in the root Cargo.toml and updates all sub-packages (vllm-chat, vllm-cmd, vllm-engine-core-client, vllm-llm, vllm-managed-engine, vllm-metrics, vllm-server, and vllm-text) to inherit this license from the workspace.
