Recolor red security retro uniforms (#285)

Closes part of #285.

Summary

• Changes the engineering/security retro uniform from red to slate/teal and swaps its in-hand state away from the red suit sprite.
• Replaces user-facing Trek/Roddenberry wording in the uniform metadata with generic retro department wording.
• Updates the greyscale config display names and README example to match the new generic uniform naming.
• Includes the existing tgui lint/typecheck cleanup already used by Add workflow to label new bounty issues #361/Rename Thirteen Loko (#285) #369/Rename Star Trek medicine reagent (#285) #370 so this branch can pass the shared lint gate.

CI is green on the latest head 9c08ff2e now: 24 checks succeeded and 2 were skipped, with no failures.

I also regenerated and committed icons/map_icons/clothing/under/_under.dmi after the greyscale preview check caught the uniform color change. Ready for review. Payout address is included in the PR body.
