render-delta lists replacements on their own with the attribute that forced each, because on IAM a replacement changes an ARN underneath whatever trusts it and a reviewer who reads that a renamed role gains four grants has not been told the old one stops existing. The PR job writes a replacement section into the summary and labels the pull request. Decision 63 records the digest reduction lesson 9's refused apply taught, the replacement flag, and that the prod environment exists with no required reviewers yet.
