- Replaces direct git merge with creating a pull request using the `gh` CLI. - Adds `workflow_dispatch` to allow manual triggering of the sync. - Grants `pull-requests: write` permissions to the workflow. - Updates the job to create a PR from `main` into `develop` instead of merging directly.
