profile reports have a BOM on some pages

Is there an existing issue for this?

Current Behavior

The profile reports end up with \ufeff at the start of a lot of the pages. This should be possible to remove, and, removing it would make the profile pipeline simpler.

Expected Behavior

The report should not have \ufeff

Steps To Reproduce

1. generate a scan report
2. observe that the pages using the column names from csv files will have \ufeff on the first one
