Summary

These are mandatory table in CDM, and the ecosystem needs to populate them.

It would be suitable for this data to be inside the rules.json and transform populate it.

Acceptance Criteria

• cdm_source table is populated
• vocabulary table is populated
• Tests pass.
• Documentation added.
