Essentially allowing station logistics to function as a department
[ ] - Fix logistics request computer so it uses station funds
[ ] - Remove the public purchase consoles and fix cargo consoles
[ ] - Ensure logistics has tools needed such as ripleys with forks
[ ] - Increase design security to prevent trivial breaking (you can just crawl under the flaps rn)
[ ] - Test
