Enables this old proof of concept I made a while back. Needs playtesting to further specify what actors should and shouldn't be ignored for best experience.

This is an additional setting on top of "Time moves when you move" that also prevents actor updates, leading to cool effects like the following. In practice this may not really be fun and we can just axe it, but I figured people can at least give it a try
