Partly reverts #820 and properly fixes the plugins list, as some mods apparently rely on it.
The mod mentioned in Discord shouldn’t actually access the plugins list (it appends itself to the list, but the NEI Plugin Loader already handles that automatically anyhow). However, to be safe, this PR restores the list and fixes it,. in case some random mods out there rely on it.
