Draft: Feature: Extra multiblocks

Adds support for three more Botania mechanics in a compact multiblock:

Terrestrial Agglomeration Plate:

• Provides mana discounts for larger crafts
• Consumes the mana required to complete the entire craft
• Has penalties for when you run out of mana or leave trash in the machine

Runic Altar

• Does not refund runes used in the recipe

Petal Apothecary

• No longer requires seeds

The base mechanics are done and can be tested. Current known todos:

• Tooltips
• Controller texture
• Controller recipes
• Removing debug logic
