Release v1.16.1 on 2022-09-08

Potential Non-zero-diff Change to restarts

• Removed extra variables that are in ice and water restarts. If the user is starting with saltwater_internal_rst, then variables are changed when SaltIntSplitter runs. Otherwise, this change is zero-diff by @weiyuan-jiang in #623
