This PR updates to FMS 2025.04. Since this is now using the mixed-precision FMS build, we up the major number to 9 to make sure people know that this needs many changes in GEOS (see GEOS-ESM/GEOSgcm#933).
Also, for preliminary LLVM Flang support, we add a patch to FMS' CMake as well as update to GFE v1.21.0 (for pFUnit v1.14.0)
