adds back the removed mime and clown outfits and items
adds payday themed masks from yogstation
adds the hotline miami jacket mask also from yogstation

adds mime and clown outfits to loadouts for ease of use

makes the wiz hat sprite not use wizard-fake

i worked my ass off trying to make this work

side effects: clown cannot waddle, it is defined, the code is there, but it REFUSES to work

Why It's Good For The Game

gives the wasteland more choices of costumes, more flavor and opens it up for way more gimmicks
people can now play as a clown or mime, if they rush the autodrobe fast enough i mean

most of these stuff are costumes, in the costume vendor

they are to add flavor and give people a chance to make gimmicks

also this isnt even "floating" most of the sprites and shit for these items were already in the sprite files

i just added them back

additionally i was encouraged to make this pr by a management staff ((all but the power armor))

additionally i have added these as loadouts in order to make it easier for admins to use them

additionally: when i showcased the items in this PR in the discord, i was getting good feedback by the players and a lot of them hoping that this gets added

i may have added way too many shit, yes, but if the maintainers think the same, they can just ask me to remove certain items and i will comply

clown power armor was, as stated in comments above, just a funny idea for adminbus events
