Closure needs an independent physical experiment, apparatus, or measurement dataset.

Something isn't working

Three-to-four-week target-quarantined closeout campaign

First: quick quantitative verdict or blind forecast governance

Second: high-leverage source selector or no-go sprint

Third: bounded simulation or secondary theorem verdict

After producers: propagate verdicts and close integrations

Runs concurrently without blocking the native OPH critical path

Self-referential closure condition (P/N program)

Open issue with no hard blocker, stage gate, or parked/deferred flag

Open issue waiting on a non-issue stage gate

Pull requests that update a dependency file

Improvements or additions to documentation

This issue or pull request already exists

New feature or request

Closes after the fixed finite campaign and its negative controls are reported

Closes with the preregistered confirmation, rejection, or not-evaluable verdict

Closes by composing all named upstream verdicts without hidden promotion

Closes with a source-positive theorem or a complete stated-domain no-go

Pull requests that update GitHub Actions code

Good for newcomers

Extra attention is needed

This doesn't seem right

Never a blocker

Closed with an exact result on a bounded declared realization

Closed with a rigorous no-go on the stated domain

Closed with a final not-evaluable verdict

Closed with a positive physical or source-producing result

Closed outside the resource envelope; exact reopen condition retained
