Updates dependencies in web/package.json to their specified newer versions.

Updates in web/package.json:
- Bumps eslint to version 9.1.1.
- Bumps @sveltejs/kit to version 2.5.7.
- Bumps @typescript-eslint/eslint-plugin to version 6.21.0.
- Bumps prettier to version 3.2.5.
