Add a Keyframe Interval setting to retro codec filter #24

Setting the codec filter quality to very low, or manually setting the previous frame threshold very high, will cause blocks to hang around. By setting a non-zero keyframe interval, the old blocks will be periodically discarded regardless of error thresholds.
