Prepare 0.37 release

Summary

• Bump Win-CodexBar to 0.37.0
• Add portable provider support for Chutes, LiteLLM, Poe, Devin, and Zed
• Port compact upstream parity for Bedrock CloudWatch activity, optional Copilot budget JSON windows, Cursor pooled/overall usage fallbacks, and Codex reset-credit hints
• Expose LiteLLM/Devin/Zed extra settings in the existing provider settings UI
