Add file-based storage mode with periodic persistence and Redis feature gating

Add an alternative file storage mode that periodically persists economy data or flushes on shutdown, while ensuring Redis pub/sub features are bypassed when not in use.

• Storage selection & config

  • Introduced storageType (REDIS/FILE) and fileSaveSeconds to choose backend and flush cadence.
  • Plugin boot now initializes either Redis or file storage, disabling Redis-only listeners and player list syncing in file mode.

• File storage implementation

  • New FileStorageService persists accounts, max balances, bank data, name/UUID cache, locks, and transactions with dirty-flag batching.
  • Periodic and shutdown snapshots keep on-disk state up to date.

• Currency/transaction adaptations

  • Currencies and banks load/save from file storage when enabled; Redis updates and messaging are skipped.
  • Payment commands fall back to local notifications in file mode; transaction logging works via file-backed IDs.

Implement support for file storage. Unlike Redis storage (which is the current type of storage), the file storage should save data every x seconds (configurable) or when the plugin is disabled. All messaging features from listeners to publishers with the current Redis structure should be disabled when using file storage. THIS NEW KIND OF DATA STORAGE MUST NOT AFFECT THE PROGRAM WHEN REDIS IS SELECTED. Add a configuration field to choose whether to use Redis or File for data savings
