I selectively picked the moby/buildkit upstream changes to pass the workflows.
Skip GHA Caching. Some scripts use the older API v1. The moby/buildkit upstream resolved the caching issues. As soon as we merge the changes, caching is back. More about cache API changes https://github.com/actions/cache?tab=readme-ov-file#%EF%B8%8F-important-changes
Skip FreeBSD Smoke Test - it fails, and it is safe to skip as EarthBuild does not support FreeBSD anyway.
