Introduces DynamoVisualProgramming.PythonEngine.PythonNet3.nuspec for NuGet packaging, adds logo.png, and updates pipeline.yml and Jenkinsfile for NuGet publishing. Also updates Directory.Build.props to use a new versioning scheme and updates copyright to 2025.
