• delegate packaged Windows source reads and source operations to system winget.exe when WinGet stores user_sources as a secure settings hash stub
• parse winget source export --disable-interactivity output in the C# core and Rust core so PowerShell, C# CLI, and Rust CLI see the same configured sources as WinGet
