feat(azure_functions): add tracing support for timer triggers #13055

This PR adds tracing support for timer triggers in Azure Functions.

Additional Notes:

  • Adds azurite as a service to allow for testing of timer trigger locally and in CI
  • Make manual request to timer function in test
