Adds /api/ListGuestUsers classifying guests as Active, Stale, Pending Acceptance, Never Signed In or Disabled from Graph beta sign-in activity, falling back to invitation-state-only statuses on tenants without Entra ID P1. New guest-users page with clickable summary count cards that filter the table, status filter presets, and a re-invite row action reusing /api/AddGuest for pending or stale guests.
