Description
Update layout and styling in ReportCard and ReportFilters components
Enhance report type filtering.
Make card images black & white by default.
Removed Link from cards since the report cards don't need to be clickable as per this slack message.
Baseline Research Category will now require users to manually enter the URL of a baseline report which ideally should be
/${researchPageSlug}/${reportSlug}.Fixes # (issue)
