feat(type-registry): declare strategy subtype under reference - #58

Adds `{ value: "strategy", ... }` to `reference` in `TYPE_REGISTRY` so
strategy documents, multi-year action/implementation plans, and
strategic reviews or evaluations (including national security and
cybersecurity strategies, agency strategic plans, and corporate
security strategies) can be tagged with `subtype: ["strategy"]` and
filtered via `secid:reference?subtype=strategy`.
