[CocoaPods] Update Podfile

1. Remote `requires_arc`. This is the default now
2. Add `swift_version`. I've tested against swift 5.3, so that's what I'm using for now.
3. Bump minor version
4. Add min deployment targets for macOS and iOS. These can be lowered if need be.
5. Specify license file
