LIDAR data labeler for the A42 test track

Requirements

• Can be found in "requirements.txt"
• Python 3.12 is needed for open3d to work
• commit 32fbf13 of DataReaderA42 is needed for the current datasets
• new Datasets will likely not work due to the new struct architecture from the Reader

Todo:

• consider minor edge cases
• fully dynamic frame period implementation
• more variables to be editable in the config
