Fix deprecated built in regal lint issue

This PR resolves a Regal lint warning related to the use of deprecated built-in functions. The issue arose from the use of outdated functions that have been flagged by the Regal linter as deprecated. These changes update the affected rules to ensure compatibility with the latest Regal versions and maintain the same results/behaviour.

Reason for Proposed Changes

• Address deprecated built-in Regal lint issue;
• Update rules to avoid deprecated functions and ensure compatibility with future Regal versions;
• Maintain code stability and avoid potential issues with future Regal updates.

Proposed Changes

• Refactored policies to remove deprecated built-in functions (all, re_match and any functions);
• Replaced deprecated functions with current best practices as per Regal linter guidelines;
• Ensured all policy files pass Regal linter without deprecated function warnings or other lint warnings.
