Ports the BUY-60056 candidate-pool fallback from api/src/routes/mcp.ts to mcp-railway/src/routes/mcp.ts so find_best_price does not return empty when FTS + country intersect transiently fails. Also bumps the price floor from >0 to >1 to suppress corrupt placeholder rows priced at exactly 1 unit.
Closes BUY-65981 (hardening for the emptiness regression). Deploy is expected to require BUY-57902 to be resolved first.
