This commit is in response to the issue where the user was usable to enter the proposal time untill which the his/her proposal will be available for the vote.
In that commit I had changed the UI of create new proposal. Under the changes noe the user will be able to enter the proposal time. However It does not solve the whole issue, the back-end part is still missing but by this change the user can give the time of his/her proposal.
