feat(skills): verificación aritmética obligatoria para cómputos de fechas (#15)

Agrega la regla dura pedida por la issue a las dos skills donde aplica:

• argentina-bucles — nuevo punto 5 del Paso 6 (verificación final): todo
  cómputo derivado de fechas se muestra como cálculo explícito antes de entrar al
  escrito (de [A] a [B] hay N años y M meses (verificado: [resta paso a paso])),
  con los tres disparadores de la issue: afirmar vencido/vigente, atribuir mensaje
  de sistema a una fecha base, y orden cronológico entre fuentes distintas.
• argentina-plazos — nueva sección "Verificación aritmética obligatoria"
  antes de Reglas duras: rehacer la resta desde las fechas base antes de afirmar
  vencido/vigente; nunca heredar la cuenta de un mensaje de plataforma.

Justificación incluida en ambas: los tres errores históricos los detectó el
usuario, no el agente, y una sola resta mal hecha deja expuesto el escrito entero.

Adds the hard rule requested by issue #15 to both relevant skills: every derived
date computation must be shown as an explicit step-by-step calculation (not just
the result) before it enters any filing or message to a counterpart, with the
three triggers from the issue (expired/open claims, attributing platform messages
to a base date, chronological ordering across sources).
