Ready for KSP 1.1

Added extra items to be affected Also added EC to resources to check for
Mainly centered around ship and boat hull usage
Other items added include ammo and turrets
- Avoid heatshield and mast part to trigger effects.
- Add parts effects for Bow, Stern, Hull and Superstructures.
- Add part effects for resources : electric, ammo and cannon.
- No destruction effects if atmosphere density is below 1%.
- Duration time for effects increased (2x).
Added new fire and smoke effects model
Extended burn time
Added fire light glow

Ignore list updates and 1.3 recompile
Fix for flames added to non-breaking joints
in addition 
added some more parts to the flames list and made it case insensitive
added that flames are also attached to host (burning break away parts or if root is destroyed)
Updated flamingjoints.cs to fix problems with autostrut and BDArmory
