Forms: Add a new filter that lets us control if we want to show the powered by Jetpack in the email

This Pr is an alternative approach of removing the "Powered by Jetpack" from the email.

Proposed changes:

• Adds a new filter jetpack_forms_email_logo_in_response that lets you filter out if we should show the "Powered by Jetpack" in the email footer.

Other information:

• Have you written new tests for your changes, if applicable?
• Have you checked the E2E test CI results, and verified that your changes do not break them?
• Have you tested your changes on WordPress.com, if applicable (if so, you'll see a generated comment below with a script to run)?

Testing instructions:

Add the line add_filters( 'jetpack_forms_email_logo_in_response', '__return_false' ); to your 0-sandbox.php` file.

Notice that the emails that go our do not contain info about "Powered by Jetpack."

Remove the filter. Notice the new emails look as before.

• To test on WoA, go to the Plugins menu on a WoA dev site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin (Jetpack), and enable the add/forms-email-logo-filter branch.
• To test on Simple, run the following command on your sandbox:

bin/jetpack-downloader test jetpack add/forms-email-logo-filter
