Newsletter: Added a new Jetpack package.

Adding a package create using the generate wizard. This package is not functional yet in this PR, but it will more or less look like the version you see in this WIP POC.

We are going to build a new newsletter widget in wp-admin of Jetpack and WPCOm sites, and it will happen through a standalone Calypso app. Jetpack stats dashboard works this way as well. It uses the

The purpose of this package is to consume the standalone and enqueue the scripts the standalone app produces for use in Jetpack/WPCOM. The stats-admin package at https://github.com/Automattic/jetpack/tree/trunk/projects/packages/stats-admin works in a similar way as well.

I am making this PR, so the mirror repos can be setup and also to get a buy-in on the new package.

• To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the add/newsletter-widget-package branch.

  • For jetpack-mu-wpcom changes, also add define( 'JETPACK_MU_WPCOM_LOAD_VIA_BETA_PLUGIN', true ); to your wp-config.php file.

• To test on Simple, run the following command on your sandbox:

  bin/jetpack-downloader test jetpack add/newsletter-widget-package
