Centralize dependency updates

Summary

• remove the repository-local dependency updater and its duplicated tests
• update the Standards module and all shared workflow pins atomically to v0.3.4
• keep third-party GitHub Actions under Dependabot while reserving Standards updates for the organization controller
• re-import the pinned Standards module before build after lint isolation
• accept both PlatyPS parameter type representations in help validation
