Fix Convene speaker handoff in FoW

Summary

• send the first Convene assignment buttons to the speaker with speaker ownership
• reissue the remaining ability buttons to the tyrant after the first pick so the tyrant assigns the rest
• add faction ownership to the follow-up recipient buttons and document the handoff with a short inline comment
