[AWS] Implement the selected compute component #55

Outcome

Manage the compute mapping approved in A1 with network, identity, rollout, health, and recovery behavior.

Scope

• Implement artifact/image, sizing, networking, workload identity, rollout, health, external IDs, observation, and deletion.

Acceptance criteria

• Create, update, no-op, observe, and delete pass conformance.
• Failed rollout becomes an actionable Condition.
• Interrupted execution resumes without duplicate logical capacity.

Test and evidence

• Sandbox lifecycle, interruption, and cleanup tests.
