Add weibaohui/context-razor

Adds weibaohui/context-razor (context trimmer) to Agent orchestration & automation.

• README.md: English entry added by hand.
• catalog/plugins.json: bilingual metadata appended.
• docs/README.zh-CN.md: regenerated via python3 scripts/generate_readmes.py; --check passes.

📦 npm: @weibaohui/context-razor (v0.4.2) — package.json declares dsh.bundle, repo carries the dsh-plugin topic → dsh plugin add @weibaohui/context-razor

Note: I'm submitting one PR per plugin. Sibling PRs each regenerate docs/README.zh-CN.md, so if this merges before/after its siblings a trivial re-run of the generation script after rebase may be needed.
