feat(company-brain): bind company goals to metacognitive executive

Preregistered Company Brain v1 falsifiers first. Production module is intentionally absent at the RED anchor so the focused workflow must fail before implementation.

Target contract: company policy is a hard upper bound; raw objective text is digest-bound and omitted from receipts; D4 is forbidden; provider planning cannot escape request bounds; DEFER routes to operator attention without execution; DENY halts; successful work produces an evidence-only receipt bound to the existing Metacognitive Executive + Proof Trace roots.

Stacked on PR #290 (fix/claude-artifact-discovery-v1), which is itself stacked on PR #285.

Next commit after observing RED will add harness/sdk/company_brain.py without introducing a second authority root or a duplicate durable scheduler.

Implemented boundary: Company policy is a hard upper bound; D4 is structurally forbidden; request/provider planning cannot widen capability/provider/tool/budget/consequence bounds; raw objective text is digest-bound and omitted from receipts; DEFER maps to operator attention without worker execution; DENY halts; successful execution emits COMPANY_BRAIN_RUN_RECEIPT_V1 as EVIDENCE_ONLY, bound to the existing Metacognitive Executive receipt and Proof Trace root.

No duplicate scheduler or second authority root was introduced. Durable queue/claim integration remains the next slice and should selectively reuse the proven #264 organism primitives.
