Partner conversion
The commercial wedge is deliberately narrow: evidence-bound consequential agent execution — identity/capability are not enough; AEGIS binds task, authority, state, evidence, execution receipt and outcome verification.
This PR does not deploy, publish outside GitHub, submit grants, contact third parties, spend money, or merge itself.
