SOL: governed cross-platform control plane foundation

Establishes a governed integration foundation for OpenAI, Cloudflare, GitHub, SharePoint, Hugging Face, NVIDIA, Wolfram, Dataverse, Figma, web, iOS, and oGemma/MYTHOS.

Automaton-3 remains the sole authority root.

Included: architecture spec, execution request/result schemas, platform registry, fail-closed oGemma adapter, regression tests, CI validation, and operator contracts for agent runtime, remote MCP, web, iOS, and SharePoint publication.

No production deployment, credential provisioning, DNS change, database migration, merge authorization, or external publication is included. The PR remains draft pending review and exact-candidate admission.

The branch workflow also updated .claude.json provenance and state hash; that visible change requires review.
