Updating with discovery run 10/25/21 and updating catalog format to v2.3

* Significant number of new annotations
* `sample_metadata` field format changed to key=value format for easier parsing
* Support for non-CPTAC aliquot names (arbitrary strings) by using crc32 hash for aliquot code in annotated samples
