feat(hsr): prepare standalone plugins and PyPI release

• package HSR core plus SRA and M7A adapters as standalone plugin distributions
• add the automas-hsr meta-package for one-command installation
• align CI, wheel smoke checks, and trusted-publishing workflow with automas-m9a
• add AGPL-3.0 license files and release documentation for all four distributions
• enforce adapter/runtime boundaries and preserve M7A multi-user execution

Validation

• 25 backend unit tests passed
• all four distributions built successfully (4 wheels and 4 source archives)
• all 8 artifacts passed twine check
• standalone SRA/M7A dependency-resolution smoke tests passed
• automas-hsr meta-package installation smoke test passed
• AUTO-MAS host compatibility imports passed
• SRA + M7A dual-engine workflow passed manual validation

Release note

The Publish workflow has not been run. Initial publication remains blocked until the four PyPI Pending Publishers are configured.
