This PR aims to upgrade the Ubuntu image used by GitHub Actions to prepare for the upcoming brownout of Ubuntu 20.04, scheduled for February 1, 2025.
As detailed in The Ubuntu 20.04 Actions runner image will begin deprecation on 2025-02-01 and will be fully unsupported by 2025-04-01 actions/runner-images#11101, Ubuntu 20.04 will begin its brownout phase on February 1, 2025. To ensure the continued stability of GitHub Actions, it's necessary to upgrade the image in advance.
