Validate asset metadata in asset validation procedures. This was previously not necessary because the faucet ID was taken as-is out of the asset key before calling
account_id::validate, which would ensure the lower 8 bits are zero.After #2571, the lower 8 bits are zeroed before being validated but the asset metadata was not validated separately.
